With all the concern about saving energy, why is it that large commercial buildings, including those still being built, leave the vast majority of lights on all night?

Leaving the lights on at night can be looked at from two perspectives:
behaviour — including habits, culture and responsibility and technology, said Rodney Stevenson, a professor emeritus at UW-Madison and expert in energy policy.

When it comes to behavior, leaving lights on keeps the workplace friendly, Stevenson said. Since not all workers leave at the same time, no one will be left in the dark if the lights remain on as the other workers leave the room.

Habit also needs to be taken into consideration, Stevenson said, since a worker who doesn’t turn lights off in their own home probably won’t do so in a workplace.

Cost-effective solutions are available to remove personal responsibility from the equation and turn the lights off, Stevenson said. But builders likely won’t include such technologies unless required by regulation. “Regulation is probably a better bet for technology adoption,” he said.
