汉口历史风貌区沿长江纵贯武汉市江岸、江汉两区。作为老汉口的核心区，这片土地见证了汉口“十里帆船依市立，万家灯火彻夜明”的繁荣盛景，也见证了汉口开埠后近现代西方文明的冲击影响，更见证了新中国成立后，特别是改革开放后的发展历程。
Hankou Conservation Area runs through Jiang’an District and Jianghan District along the Yangtze River. As the core area of Old Hankou, the Area has witnessed the prosperity of Hankou, with numerous sailboats and a large population, the influence of modern western civilization on Hankou after port opening, and the development of Hankou after the founding of the People’s Republic of China, especially after the reform and opening-up.



在我国社会经济面临转型升级挑战的大背景下，在武汉疫情后重振的关键时期，以本片区域为核心的汉口历史风貌区，将进入以城市更新为主导的再发展阶段，按照“留、改、拆”并举的思路，综合文化挖掘再造、产业经济升级、空间集约高效、民生服务提质等手段，对区域存量空间进行系统全面的增效优化。为此，特启动《汉口历史风貌区老旧小区改造及旅游功能提升项目》。
At present, China is faced with the transformation and upgrading of social economy. In addition, Wuhan urgently needs to revive its economy after the pandemic. Hankou Conservation Area, with the Old Neighborhoods as its core, will enter a stage of redevelopment dominated by urban renewal. Guided by the idea of “retention, renovation and demolition”, the project will optimize the inventory space systematically and comprehensively by reconstructing culture, upgrading industrial economy, intensively and efficiently using space and improving people’s livelihood services. To this end, Hankou Conservation Area Old Neighborhoods Renovation and Tourism Promotion Project was launched.


为将汉口历史风貌区打造为世界知名的滨水文化风貌区域和武汉市的亮点片区，提升武汉城市形象品质，武汉市自然资源和规划局和武汉旅游发展投资集团有限公司组织开展本次产业策划及运营机制研究方案国际征集工作，旨在以“文旅商”产业策划先行，以全球性的眼光和前瞻性的思维指导汉口历史风貌区的规划建设工作。
To build Hankou Conservation Area into a world-renowned waterfront cultural feature and a landmark in Wuhan, and to improve the image of Wuhan, Wuhan Natural Resources and Planning Bureau and Wuhan Tourism Development & Investment Group Co., Ltd organized the international solicitation for industrial planning and operation mechanism research programs. By formulating industrial planning involving culture, tourism and commerce in advance, it aims to guide the planning and construction of Hankou Conservation Area with global vision and forward thinking.


本次征集活动面向全球公开邀请具有相关策划咨询经验的机构参与，欢迎全球优秀的机构递交咨询建议书。
The solicitation is open to organizations with experience in planning and consulting. Outstanding organizations around the world are welcome to submit proposals.

1、项目名称：汉口历史风貌区老旧小区改造及旅游提升项目产业策划和运营机制研究方案
1. Project name: Industrial Planning and Operation Mechanism Research Programs of Hankou Conservation Area Old Neighborhoods Renovation and Tourism Promotion Project


2、咨询任务：明确城市资产运营的主要方向和发展重点，根据地方债发行目标确定的产业提升、文化体验、民生保障等投资方向，结合资产运营模式和时序，开展各片区的详细业态策划、规模配比，系统谋划建设项目类型和主要构成。
2. Consulting assignment: Define the main direction and development priority of urban asset operation, determine investment orientations such as industry promotion, cultural experience and improvement of people’s livelihood according to the goals of local government bond issuance, carry out the detailed business planning and scale arrangement of each area in combination of the mode and timing of asset operation, and plan the type and composition of the construction project in each district systematically.


3、咨询研究范围：北达京汉大道，南抵沿江大道、西起友谊南路、东至黄浦大街，总面积约为5.81平方公里。其中江岸片区（由沿江大道—江汉路—京汉大道—黄浦大街围合的区域），面积约为3.35平方公里；江汉片区规划范围（由沿江大道—友谊南路—京汉大道—江汉路围合的区域），面积约为2.46平方公里。
3. Scope of consulting study: It adjoins Jinghan Avenue in the north, Yanjiang Avenue in the south, South Youyi Road in the west and Huangpu Street in the east, with a total area of about 5.81 square kilometers. To be specific, Jiang’an District, which is surrounded by Yanjiang Avenue, Jianghan Road, Jinghan Avenue and Huangpu Street, covers an area of about 3.35 square kilometers. Jianghan District, which is surrounded by Yanjiang Avenue, South Youyi Road, Jinghan Avenue and Jianghan Road, covers an area of about 2.46 square kilometers.

4、咨询目标：
4. Consulting objectives:
① 研究确定高标准的产业功能定位，按照打造为世界一流的历史人文功能区的要求，明确该区域的产业发展阶段、类型、重点和方向。
① Study and determine high-standard industry functional orientation, and define the industrial development stage, type, priority and direction of the area in accordance with the requirement of building the area into a world-class historical and cultural area.

② 精准提出区域整体产业策划方案，系统谋划项目整体以及分片的建设项目业态类型和主要构成，为项目空间布局提供科学支撑。
② Precisely put forward the overall industrial planning program, plan the type and composition of the whole project and the construction project in each district systematically, and provide scientific support for the spatial layout of the project.

③ 落实完成产业空间布局，实现产业策划与空间的精准匹配。
③ Implement the spatial layout of industry and realize the precise matching between industrial planning and space.

④ 明确行之有效的“文旅商”运营机制：为项目区的建设发展提供科学有序的投资方向与建设实施路径。
④ Determine effective operation mechanism involving culture, tourism and commerce: Provide scientific and orderly investment orientation and construction implementation path for the construction and development of the project area.

本次汉口历史风貌区老旧小区改造及旅游提升项目产业策划和运营机制研究方案国际征集旨在面向全球公开征集具有前瞻性、创新性与可操作性的策划方案，通过对汉口历史风貌区进行产业策划和运营机制研究，力图将汉口历史风貌区打造为世界级滨水历史人文风貌片区。此次方案国际征集将作为下阶段城市空间规划设计的指导依据。
The international solicitation for industrial planning and operation mechanism research programs of Hankou Conservation Area Old Neighborhoods Renovation and Tourism Promotion Project aims to solicit prospective, innovative and operable planning programs around the world. By studying the industrial planning and operation mechanism of Hankou Conservation Area, it tries to build Hankou Conservation Area into a world-renowned waterfront cultural feature. The international solicitation for programs will guide the urban spatial planning and design in the next stage.

B.咨询建议书的递交

应征人应按照《咨询建议书征集大纲》的要求编制《咨询建议书》，包括商务文件、技术文件和演示文件三个部分，并在递交截止时间2020年06月01日12：00前（中国北京时间）将《咨询建议书》电子扫描文件发送至指定邮箱.



C.询建议书的评选
Selection of Consulting Proposal

1、咨询建议书评选时间：2020年06月03日上午09:00

2、咨询建议书评选地点：天悦外滩金融中心32楼会议厅（武汉市江岸区三阳路8号）

3、本次征集活动将组织相关专家组成评选委员会对应征人的《咨询建议书》进行评选。应征人咨询建议书的汇报形式分为两种，应征人可根据需要自行选择咨询建议书的汇报形式：

（1）现场汇报：应征人可派代表持有效的身份证明文件，在咨询建议书评选时间当天上午09:00前至咨询建议书评选地点，向评选委员会汇报其咨询建议书；

（2）播放演示文件汇报：应征人未按时派代表现场汇报的，评选委员会视为应征人选择“播放演示文件汇报”的形式，评选现场将自动播放应征人咨询建议书中的演示文件电子版。

主办单位鼓励应征人选择现场汇报的形式。

4、咨询建议书的汇报时间不超过10分钟。所有应征人的《咨询建议书》汇报完毕后，评选委员会将通过评选选出10家咨询机构入围，参加下一阶段汉口历史风貌区老旧小区改造及旅游提升项目产业策划和运营机制研究方案国际征集活动。

About the Solicitation

本次征集活动共分为“咨询建议书征集和评选”、“产业策划和运营机制研究方案编制和评选”两个阶段进行。


第一阶段为“咨询建议书征集和评选”阶段，主办单位面向全球咨询机构征集项目《咨询建议书》，通过对应征人递交的咨询建议书评选，选出10家咨询机构入围，参加下一阶段“产业策划和运营机制研究方案编制和评选”。


第二阶段为“产业策划和运营机制研究方案编制和评选”阶段，主办单位拟定于2020年06月05日邀请10家入围的咨询机构来汉召开征集发布会，咨询机构领取咨询任务书、踏勘现场、参加答疑会后，正式开始方案编制工作。10家入围的咨询机构须于2020年06月28日17:00时前提交成果至主办单位指定地点（具体地点另行通知）。主办单位拟定于2020年6月29日将组织专家评选会（具体地点另行通知），咨询机构须派项目负责人或主创人员来汉汇报方案成果，方案经专家评选为有效成果的，承办单位将：


给予排名第一的咨询机构300万元人民币（含税）的咨询补偿（奖金），承办单位将与排名第一的咨询机构签订本项目的方案综合深化合同，其中包括整合获奖咨询成果，形成最终明确的整体产业定位分片区业态策划、可落实的产业空间布局，以及分阶段的运营机制和资金平衡方案等工作。第一名咨询补偿（奖金）将作为本项目方案综合深化合同的第一笔咨询费用支付。


给予排名第二、第三的咨询机构100万元人民币（含税）的咨询补偿（奖金）；给予第四、第五、第六的咨询机构50万元人民币（含税）的咨询补偿（奖金）；给予剩下的入围咨询机构20万元人民币（含税）的咨询补偿（奖金）。

5月9日，武汉市委副**、**周先旺主持召开市城建重大项目推进工作专题会，研究汉口历史风貌区项目推进等工作。会议强调，要深入贯彻落实XJP重要讲话精神，在做好常态化疫情防控工作的同时，加快恢复生产生活正常秩序，加快推进历史风貌区改造工作，打造经得起检验的历史风貌区。



汉口历史风貌区旧城改造将提升片区市政基础设施承载力，改善社区生活环境品质，整合街区文化创意和旅游消费等资源。

会议强调，要理顺工作机制，强化各方责任，确保分工明确，工作推进有力。要找到最佳的商业模式，注重依靠市场力量，积极引入社会资本，吸引有实力、有经验的市场主体参与，提高项目可持续发展能力。要压实属地责任，相关区要着眼于加快完善城市功能，抓住当前政策窗口期，协同推进。要强化时效观念，细化时间安排，逐片改造，以片成面，确保时序进度。
