本次招标采购人将通过公开招标选取7名中标单位参加后续的咨询活动，提交后续的设计方案。
The tenderee for this purchasing will select seven (7) bid winners through open tender to participate in the follow-up consulting activities and submit the follow-up design schemes.
项目范围
Project Scope
“紫东地区核心区”位于紫东地区中部，北至龙王山山脊线，南至沪宁高速，东至规划七乡河，西至绕越高速公路（图1），面积约22平方千米。
The “Core Area of Zidong Area” is located in the middle of Zidong Area, extends to the ridge line of Longwang Mountain in the north, to Shanghai-Nanjing Expressway in the south, to the planned Qixiang River in the east, and to the Around-City Expressway in the west (Figure 1), and covers an area of around 22Km.

Main Content
咨询活动分为方案编制和后期深化整合两部分内容。其中方案编制部分的规划设计主要包括核心区城市设计和重点片区详细设计。
The consulting activity is divided into two parts, namely the scheme preparation and the later-stage deepening and integration. Wherein, the planning and design at the stage of scheme preparation mainly includes the urban design of the core area and the detailed design of key districts.
方案编制部分
Scheme Preparation
a.核心区城市设计，要整体考虑核心区与周边地区的关系，借鉴国内外城市类似地区成功的开发建设经验，遵循成片规划、整体设计的理念，综合考虑城市空间、产业发展、生态环境、历史文化保护和利用等方面，对核心区功能发展策划、总体空间布局、空间形态设计、人文传承和文旅特色、综合交通设计、环境景观设计、生态保护修复、城市色彩、地下空间开发引导、打造地标及规划实施策略等内容进行地段级城市设计（成果达到1:2000精度，具体参见《南京市城市设计导则（试行）》要求）。
Urban design of the core area: It shall consider the relationship between the core area and surrounding areas on the whole, refer to the successful development and construction experiences of similar areas in domestic and overseas cities, follow the concept of vast-stretch planning and overall design, comprehensively consider the aspects like urban space, industrial development, ecological environment, historical culture protection and use, etc., and carry out section-level urban design of the core area in terms of functional development planning, overall space layout, spatial form design, humanistic inheritance and cultural tourism characteristics, comprehensive traffic design, environmental landscape design, ecological protection and rehabilitation, urban color, guide for underground space development, and strategy for creating landmark and implementing the planning, etc. (the achievements shall reach the precision of 1:2000, and for details, please refer to the requirements of the Guide Rule for Urban Design of Nanjing (Trial Implementation)).
b.重点片区详细设计，结合整体城市设计构思，选择中心商务片区和绿色开敞片区各1个进行地块级城市设计（每个约2-3平方千米，成果达到1:1000精度，具体参见《南京市城市设计导则（试行）》要求）。
Detailed design of key areas: In combination with the concept of overall urban design, we shall select one central business area and one green open area to carry out block-level urban design (each area is around 2-3Km, and the achievements shall reach the precision of 1:1000. For details, please refer to the requirements of the Guide Rule for Urban Design of Nanjing (Trial Implementation)).
后期深化整合部分
Later-stage of Deepening and Integration
深化整合单位须按照专家及业主单位意见，整合应征方案，并修改完善，深化形成符合实际、理念先进，兼具各家所长、内容完整的城市设计成果。
The deepening and integration institutions must, according to the opinions from experts and the owner’s institution, integrate, modify and improve the proposals, deepen them to form the urban design achievements which meet the actual situations, contain advanced concepts, include the strong suits of each party, and have complete urban design achievements.
咨询规划设计周期
Period of Consulting on Planning and Design
预计在2019年9月初组织项目介绍会和现场踏勘，届时需应征人主创设计师及其团队参会，整个设计周期约为3个月。
It is tentatively scheduled to organize project recommendation meetings and on-site survey at the beginning of September 2019, when lead designer and the team from applicants shall attend the meetings. The whole period of design is around 3 months.
奖项设置
Prizes
方案编制阶段：在7名中标单位提交的设计方案中评选出优胜奖2名。
Scheme Preparation Stage: Appraise and select 2 winning prizes winners from the design proposals submitted by the 7 bidding institutions.
