Yes it's going slow at the moment and has not been on hold recently. A person on SSC who is maybe a site manager here or something (he certainly knows a lot about this particular construction site) says it's because of the huge amount of stuff that has to be done at ground level to hold up such a tall and skinny tower (and also that there's very little space to store materials in adjacant sites. Who knows, I wouldn't be surprised if there are financial problems.
